Clients would normally start to recruit key management and technical personnel about 3 months before the companies start operation. Reveres would work with her clients on the staff and workers needed, head hunt any key management personnel, setup the personnel systems and policies, and the clients will have a ready pool of staff and workers ready for their operation when the time comes for commencement of operation.
